Each launch controller had the combination for one lock. In the event of nuclear war, the controllers would unlock the boxes and verify the launch codes. Then these keys would have been turned simultaneously by two airmen sitting at separate consoles to launch the missiles. These keys are from one of the Lowry Titan control centers.
