The Carnegie Building in Olney, Illinois is an historic two-story structure that was built in 1905. It was erected with funds donated by Andrew Carnegie, and it is the only Carnegie library in Richland County. The building is a brick structure with a classical revival style, featuring a stuccoed parapet and ornamental copper molding. The interior was renovated in 2001 and it now serves as the Olney City Hall.

The first floor of the building is currently used as administrative offices for the city and includes a conference room, mayor's office, and the city clerk's office. The second floor contains the city council chambers and an assembly room, which is used for receptions and other events. The building also houses the Olney Public Library, which moved to the Carnegie Building in 1920. The library includes a children's room, reference room, and computer lab.

The Carnegie Building has been listed on the National Register of Historic Places since 1992. It is a significant local landmark and an important reminder of the city's past. The building is open to the public and is a popular tourist destination in Olney.
