Here, Gilmer County Economic Development Authority President Jeff Campbell at the Little Kanawha Water Trail located near the Glenville Truss Bridge in downtown Glenville, WV, on May 25, 2023, discussed the benefits of building an open amphitheater at the bridge's anchorage and improving the Pioneer Trail Network in Gilmer County. The goal of the project is to enhance the region's competitive advantage in the recreational marketplace and take advantage of having the Pioneer Trails pass through several towns along the Little Kanawha Water Trail. Campbell highlighted how this initiative will bring economic, community, cultural, and recreational benefits to the region.

Their strategy is supported by the U.S. Department of Agriculture (USDA), Rural Development (RD), Rural Partners Network (RPN) SMART project approach. This approach has four key strategies, namely: 
1. Building on each region's competitive advantage and leveraging the marketplace 
2. Establishing and maintaining a robust regional infrastructure 
3. Creating revitalized, healthy, and resilient communities 
4. Developing talented and innovative people.

RPN
The Rural Partners Network (RPN) is a government program that aims to assist rural communities in finding resources and funding to create job opportunities, build infrastructure, and support long-term economic stability. This network comprises federal agencies and commissions that work directly with rural communities to enhance their prosperity through job creation, infrastructure development, and community improvement. Led by USDA Rural Development, members of the RPN collaborate to identify resources to help rural people build the futures they envision for the unique places they call home.

RPN deploys federal staff to selected RPN Community Networks located across the United States. These RPN Liaisons collaborate with small, rural communities to understand their needs and the importance of leveraging the programs and resources of various funders and assistance providers to achieve their goals. The Liaisons provide assistance to local individuals in navigating programs, building relationships, and identifying community-driven solutions.

Participating RPN agencies and offices (rural.gov/about#block-views-block-partners-partners-listing) are also joining forces to promote rural priorities as federal programs and policies are developed to address funding gaps, increase access to technical assistance and ensure equitable access to federal funding.
