Upper Coastal Plains Council of Governments (COG) identified Lake Gaston, a few miles away as an asset due to its shoreline and crucial road ingress and egress. The U.S. Department of Agriculture (USDA) Rural Development (RD) Rural Partners Network (RPN) is working with the COG to utilize a SMART project approach, which includes involvement in building on each region's competitive advantage and leveraging the marketplace to establish and maintain a robust regional infrastructure.
The county needs to handle projected wastewater outflow to further enhance the area's real estate marketplace. In response, agreements in principle for wastewater treatment have been secured with the Roanoke Sanitary District in Halifax County. The next challenge is a system to transport outflow to the wastewater facility.

Northampton and Halifax Counties  are members of the Upper Coastal Plains Council of Governments (COG), which follows the U.S. Department of Agriculture (USDA), Rural Development (RD), Rural Partners Network (RPN) SMART project approach. This approach has four key strategies, namely: 

1. Building on each region's competitive advantage and leveraging the marketplace 
2. Establishing and maintaining a robust regional infrastructure 
3. Creating revitalized, healthy, and resilient communities 
4. Developing talented and innovative people.

RPN
The Rural Partners Network (RPN) is a government program designed to assist rural communities in finding resources and funding to create jobs, construct infrastructure, and support long-term economic stability on their own terms. The RPN comprises federal agencies and commissions that work directly with rural communities to enhance rural prosperity through job creation, infrastructure development, and community improvement. Led by USDA Rural Development, RPN members collaborate to identify resources to help rural people build the futures they envision for the unique places they call home.

RPN places federal staff on the ground in selected RPN Community Networks across the United States. RPN Liaisons work with small, rural communities to listen to their needs and understand the importance of the various funders and assistance providers to leverage their programs and resources and collaborate to achieve the communities' goals. Liaisons assist local people in navigating programs, building relationships, and identifying community-driven solutions.

Participating RPN agencies and offices (rural.gov/about#block-views-block-partners-partners-listing) are also joining forces to promote rural priorities as federal programs and policies are developed to address funding gaps, increase access to technical assistance, and ensure equitable access to federal funding.
