The Red Oak Victory was a vessel built by the Mare Island Naval Shipyard in Vallejo, California. The ship was built in the year 1944, during World War II, and was designed to be a cargo ship and oil tanker. The Red Oak Victory was a Liberty ship, which was a type of cargo ship that was built by the United States during the war. The ship had a length of 441.5 feet, a beam of 57 feet, and a draft of 27.5 feet. The vessel carried a crew of 44 to 46 members, and had a displacement of about 7,000 tons. The Red Oak Victory's primary mission was to transport supplies, equipment, and personnel from California to the South Pacific during the war.

The Red Oak Victory was launched from the Mare Island Naval Shipyard on November 9th, 1944. After its launch, the ship was sent to the Port of Richmond in California, where it arrived on December 11th, 1944. The vessel was then used as a training vessel for the Merchant Marine Academy in Richmond. The Red Oak Victory was later sold to the Union Minerals and Alloys Corporation in 1954, and was scrapped in Tacoma, Washington in 1967.

Today, the Red Oak Victory is commemorated with a monument in the Port of Richmond. The monument, which was dedicated in 2003, was created by local artist, Bruce Beasley. The monument features a life-sized bronze sculpture of a sailor, standing atop a granite base, looking out over the water. The monument has become an iconic symbol of the city's maritime heritage, and stands as a reminder of the Red Oak Victory's important role in World War II.
