Our Lady Justice was created by Augustus Caesar Yes, THAT Augustus Caesar.

With sword grasped in her right hand and a weight balance in her left, Lady Justice is what the British called her. Here, she is positioned above an American county courthouse. Before she was Lady Justice, she was Justitia, the Roman goddess of justice. We can thank Emporer Caesar Augustus for coming up with her and elevating her to a god. All Roman emperors loved to announce their love of justice to Roman citizens. Rome considered itself the apex of civilization that dispensed just law and order. Justitia epitomized clearheaded thinking and fairness of the state in matters of legal judgment.

Before goddess Justitia, the concept of a goddess of justice came from ancient Egypt. Wikipedia explains, "The personification of justice balancing the scales dates back to their goddess Maat, and later Isis, of ancient Egypt."
